The Ministry of Digital Development confirmed the development of a mechanism for charging international traffic, so far only in mobile networks.

Headlines often call the initiative a "VPN traffic fee." But this is an inaccurate formulation: technically, operators cannot track modern protocols used to bypass blocks, as they masquerade as regular traffic.
Initially, a rate of 150 rubles per gigabyte consumed over the limit was discussed.

However, it is unclear whether the Ministry of Digital Development will ultimately revise the free limit of 15 GB, and what fee will be charged for exceeding it.
