Principal photography took place in Los Angeles, Australia, and Macau, China. Despite the abundance of CGI, the team primarily used location shooting, even for complex scenes like the bus fight. Only one set was fully built on a studio lot: the city of Ta Lo. Filming began in February 2020 at Fox Studios Australia in Sydney, with location shooting in New South Wales; the film was produced under the working title "Steamboat."
