The scene was filmed at London City Hall - the headquarters of the Greater London Authority, which governs 32 boroughs and the City of London. The City Hall was opened in 2002, two years after the formation of the GLA, and was designed by Norman Foster in a neo-futuristic style with a glass bulb. The main atrium features a 500-meter helical walkway that rises through all ten floors, with the council chamber at the bottom visible from any point in the atrium.
