The scene was filmed at Bond Street is the main shopping street in the West End of London, popular for retail since the 18th century, where many fashion stores selling prestigious or expensive items are located. The southern part of the street is called Old Bond Street, and the longer northern part is New Bond Street - in everyday use this distinction is not made.

The scene was filmed at Former office building with 1100 rooms, used by Churchill as headquarters during World War II. The War Office was a department of the British government responsible for the administration of the British Army from 1857 to 1964, when its functions were transferred to the Ministry of Defence. In previous films, various locations symbolized MI6 headquarters, but before "Octopussy" in 1983, Bond had never entered the actual building. The Old War Office Building portrayed the MI6 office in two other Bond films ("Licence to Kill" and "A View to a Kill").

The scene was filmed at The Royal Naval College in Greenwich was a training establishment of the Royal Navy from 1873 to 1998, where courses for naval officers were conducted. It housed the Royal Navy Staff College, which provided advanced training for officers.
