The film is a political pamphlet. Tired of meaningless debates, the Committee of 19 — one of the UN's working bodies — takes decisive action and sends an international expedition of six specialists to Africa, led by Soviet Professor Smolentsev. The mission's goal is to investigate the causes of a mysterious epidemic that has gripped the region. During the investigation, the commission discovers a secret center where a neo-fascist organization is developing bacteriological weapons and conducting barbaric experiments on the local population. Location shooting took place in Congo, Austria, and the USSR.

The scene was filmed at Maria-Theresien-Platz, one of Vienna's central and most majestic squares, located between the Kunsthistorisches Museum and the Natural History Museum. This location is known for its symmetry, neatly trimmed avenues, and the monument to Empress Maria Theresa in the center, surrounded by sculptural compositions.

Scene where Professor Smolentsev and his daughter Natasha race by car through the bustling city center. They are hurrying to the exhibition hall, but heavy traffic slows them down. The father is nervous behind the wheel, constantly checking his watch. Natasha tries to calm him, but in vain.

The scene was filmed at Heldenplatz (Heroes' Square), one of Vienna's most significant and solemn squares, located in front of the Imperial Hofburg Palace. Here stand monuments to Archduke Charles and Prince Eugene of Savoy, surrounded by monumental buildings including the National Library.

The scene was filmed near Brazzaville, the capital of the Republic of Congo, located on the Congo River. The city, founded in the 1880s by the French and named after officer Pierre Savorgnan de Brazza, became an important cultural and political center of the region. Around it stretch untouched tropical forests, full of life and exotic vegetation.
