I'm into housing and communal services (HCS). Not because I like it, but because I realized two things:

- People don't know the laws or their rights. They treat the management company as an unshakable monolith that is automatically assigned to their building. In reality, it's just an intermediary and executor, an ordinary commercial company. If it does a poor job, you can replace it with another.

- These companies understand this perfectly well, so they can avoid being accountable for their work. The bill is like a subscription with monthly payments. Who knows what list of services is specified in the building maintenance contract? And what is the basic minimum list? I've seen such companies – they just hire a janitor, and that's it, no repairs or improvements. But people pay for every line item. Unless there's some egregious incident or criminal case, the oversight authorities do nothing.
