Cryptocurrencies in Russia: New Law and Its Consequences

Starting September 1, 2026, a law comes into effect in Russia that radically changes the rules of the game in the crypto market. The State Duma adopted a nearly 300-page document that establishes strict rules for the circulation of cryptocurrencies. This is a major step in regulating digital assets that will affect all market participants.

The law introduces five categories of regulated organizations: exchanges, brokers, management companies, depositories, and exchangers. Market participants will have to operate through licensed intermediaries. This means that any cryptocurrency transactions must go through officially recognized structures, and banks will be obliged to refuse to conduct crypto transactions without their involvement.

For unqualified investors, the law imposes additional restrictions and introduces rules for storing and exchanging crypto assets. However, there are no such restrictions for foreign economic activity, opening new opportunities for exporters and importers.

The law provides for a transition period until July 1, 2027, giving market participants time to adapt. Concurrently, related acts are being developed, including taxation and liability for illegal operations.

This is a significant change in the legal framework that will require crypto market participants to reconsider their strategies and procedures. It is important to understand that the new regulation aims to protect the interests of the state and market participants, as well as to create more transparent conditions for working with cryptocurrencies in Russia.
