Captain Fogsky uses unconventional methods in his investigations and approaches every case in a non-standard way. This disrupts the usual work of the entire department. To tame the captain, he is assigned partners - a principled female lieutenant and a naive rookie sergeant from the Far North. Now the new team only gets the most difficult cases... requiring a creative approach.
