PART 4: 👮‍♀️ Tightening Requirements for Audiovisual Works

Four days ago, amendments came into force that expand the grounds for refusing to issue a distribution certificate for films.

March 1, 2026 - Films Without a Distribution Certificate:
Now a film cannot be released if it contains materials that discredit traditional Russian spiritual and moral values and promote their denial.

If the Ministry of Culture identifies such materials, Roskomnadzor requires the copyright holder to stop distributing the work. The deadline for compliance is 24 hours from the moment the request is received.

What does this mean for viewers? Some foreign and even domestic content may not reach screens or may be removed from online cinemas if it is deemed non-compliant with the new criteria.
📌 It is recommended to follow the news from the Ministry of Culture and lists of rejected films.

And yes, there is also a risk for online cinemas: if a film is already in the library but is deemed non-compliant, it may be required to be removed within 24 hours.
