Starting March 1, 2026, an updated procedure for registering participants in the turnover of labeled goods will apply in accordance with Russian Government Resolution No. 2192 dated December 29, 2025.

• checks the presence of a notice of commencement of activities
• verifies data against state registers, including the Unified Register of Notices
• cross-references information on business and activity objects


⚙️ What has essentially changed

Previously, registration was limited to entering data. Now the system cross-references:

• types of activities
• participant type
• addresses of activity (MAD)
• details (including KPP and FIAS)


Any discrepancy leads to refusal of registration.

🚫 Reasons for refusal

The application is rejected if:

• there is no notice of commencement of activities
• types of activities do not match register data
incorrect addresses are provided
mandatory details are not filled in


If registration was completed earlier, data must be updated by April 1, 2026. In case of discrepancies, access to the system is restricted.

📦 Product cards under control

The changes affect not only registration but also work with goods. In the product card, it is mandatory to:

• indicate permitting documents
• or correctly record the absence of requirements


The system automatically checks data against registers. In case of discrepancies:

• the card is not created
• introduction of goods into circulation is impossible


Starting September, control will be expanded, especially for import operations.

🗣️ Operations with goods

When introducing and withdrawing from circulation:

correctness of documents is mandatory
• fields for identification (KPP, FIAS) have been added
• control of distance selling has been strengthened


Operations undergo data verification in the system.

🪙 Liability

Violations are recorded automatically with subsequent transfer of information to regulatory authorities.

Fines:

• Individual entrepreneurs — from 7,000 to 12,000 rubles
• Legal entities — from 24,000 to 48,000 rubles


A separate risk is restriction of operations and work stoppage.
