The Ministry of Digital Development provided comments in response to the Association of Communication Companies' inquiry regarding the 15 GB monthly limit on "international" traffic on mobile networks.
Key points from the letter:
⚠️ Separate billing for international traffic is indeed under development;
⚠️ This specifically concerns mobile networks; home internet is not mentioned yet;
😳 VPN access to unblocked resources is equated to international traffic;
🍌 VPN access to blocked resources is intended to be blocked through centralized management of the public communications network.
Operators are already warning that:
⛔️ It is almost impossible to reconfigure billing and traffic accounting for ~180 million subscribers within a month;
⛔️ Technically, VPN traffic cannot be separated from regular international traffic, so if the scheme is implemented, users will likely have to pay for any gigabyte exceeding the limit that goes to non-Russian resources.
Does this mean "forewarned is forearmed"? - No. It is completely unclear how we will avoid an information vacuum in IT and digitalization if these changes take effect.
Once again, the Ministry of Digital Development should pay attention to the fact that VPN services are used by many to regain access to information necessary for work, development, and training of young professionals. We will fall even further behind the modern IT market.
