✍Salary for the Project Team

— This year, the regulations of the “Grants of the First” competition removed the possibility of paying salaries to the team.

— In the “Rosmolodezh.Grants” competition, team salaries have never been allowed.

— In the Melnikov Fund competition, there is a clear distinction: for initiative groups (a group of two or more individuals), salaries are not provided, but for employees or a team that submitted an application from an NPO, payment is available.

I read in chats that many questions arise.

Let's clarify:

⭕️In “Grants of the First,” it remains possible to pay for the services of the team and invited experts under a civil law contract (GPC)* and self-employed (SMZ)**
The adjustments were made because most of those who apply for grants receive a salary from their employer for functions already performed within their current activities, which is a direct violation of the competition regulations. This results in duplication.

⭕️In the “Rosmolodezh.Grants” competition, you can invite experts and pay for their services. But only under a self-employed (SMZ) or individual entrepreneur/LLC contract.
Receipts must be attached to the report; individuals cannot provide them to you.
But the team is essentially volunteers.

⭕️The Melnikov Fund, if the application is submitted by an initiative group, also allows the involvement of experts and contracts with them under GPC, SMZ, etc.
If the application is submitted by an NPO and includes team salaries, then in this case, the organization pays all taxes to social funds, personal income tax, etc.

🌱GPC is a civil law contract.
The project enters into a contract directly with the expert, pays for their services, and the expert themselves files a tax return, which involves 13% personal income tax payment.

🌱🌱SMZ — self-employed. An expert who also independently pays taxes on the amount paid by the project for services rendered.

🎧Important!
GPC and SMZ are not salaries, but one-time payments for the provision of specific services. Please do not confuse them when writing a grant application.
Different competitions have different conditions for team payments. Salaries can most often be included in the budget if the competition is for NPOs or legal entities. But all information and restrictions are available in the regulations of the specific competition and methodological recommendations. Don't be lazy, read all documents carefully.
