This law is at the third level and will not be unlocked immediately. If you took heroes that multiply the amount of points received, the situation improves, but if not, reaching the third level is not fast. That is, we need to spend 15 seals to unlock the third level and then another 6 seals to unlock this law. 

The first idea is that this upgrade will allow a "Zerg rush" and quickly attack the castle, for example, the Necropolis on the second week with a full tier. But given that resources are needed a lot and laws also need to be upgraded, this is rather not for the first castle. 

Therefore, let's say right away, the law should not be taken: 

  • On small maps;
  • If you have one hero and there are no castles of your faction nearby;
  • If there are strong resource constraints.

The ability should be taken if you have two castles of the same faction, you have already cleared the surrounding territory and you need a quick army boost. Another plus can be noticed if you have already built all creatures of the first level and want to quickly upgrade the army, and resources allow. 

But I'll say this - most often I have limitations precisely in resources, not in construction speed, and given the high cost of this law, it's easier to upgrade creatures or attack and defense a couple of times.
