The Ministry of Digital Development of Russia presented a draft law that introduces mandatory labeling of all content created using neural networks - from photos and videos to audio.

Moreover, the mark must be not only visible to humans but also machine-readable, so that social networks and search engines can automatically recognize it.

Large platforms will be required to check for such marks, and if they are absent, either add a warning themselves or delete the content.
The document also introduces a classification of AI into sovereign, national, and trusted models, with the latter being included in a special register and used in the public sector and critical infrastructure.

Developers will be required to exclude discriminatory algorithms and block the creation of illegal content, and citizens will be granted the right to challenge decisions of state bodies made using AI and receive compensation for harm caused.
