On April 6, 2026, OpenAI published a thirteen-page document titled: «Industrial Policy for the Age of Intelligence: Ideas That Put People First». Altman, for those who don't know, is the head of the company, and in an interview with Axios he compared it to Roosevelt's New Deal. Not modest, but the scale is quite comparable.

So, in essence, OpenAI says that the existing economy will not survive AGI in its current form. Today, the state lives on taxes from salaries, and if (not if, but when) AI eliminates salaries, the state will lose its tax base. Social guarantees are tied to the employer, and in cases where the employer disappears, the guarantees disappear too. The class gap with uncontrolled automation will become such that the word «inequality» will seem like a euphemism. And this is not alarmism, it's logic.

What do they propose? First - shift taxes from labor to capital and profits from automation. Eliminate income tax for those earning up to one hundred thousand dollars. Second - create a Public Wealth Fund: a sovereign fund, partially funded by AI companies themselves, which invests in the broad market and pays dividends to every citizen. You know, like in Alaska with oil revenues, but on a planetary scale. Third - AI as a basic right, on par with electricity and literacy, for schools, universities, social lower classes and minorities, small businesses. Fourth - social guarantees. Healthcare, pensions, insurance should not depend on the employer in a world with unstable employment. Guarantees should be guaranteed regardless of one's employment contract. Fifth - a four-day work week with full salary retention. The logic is simple: if AI takes over part of the work and the company gets richer from it, why do all the profits go only to shareholders? The freed-up time should be returned to people, not as a gift, but as a fair share of profits.

One can argue for a long time about details, conflicts of interest, etc., but the fact remains: the company whose technologies will sweep away the old world order like a flood sweeping a sleeping village was the first to formulate where the evacuation exit for civilization lies. And here lies one of the main nerves of the moment: while OpenAI is formulating a different reality for all of us, the absolute majority of the world's rulers barely understand the scale and inevitability of the coming challenges. Those who are obliged to protect society from the consequences of technological disruption are lagging behind the disruption itself by an entire era. They still interpret what is happening as a technological problem, when they are already facing an existential civilizational challenge, an anthropological shift! After all, it is not what people do that is changing, but why they are needed!!!

And instead of active global forums on these issues – silence. Almost absolute! And like a lonely lighthouse, this thirteen-page document appears from the company that itself is creating this acceleration. It is understandable: those closest to the fire best understand how it spreads.

But let us momentarily step away from the news agenda and look deep into time. About two hundred and fifty years ago, something happened that we are accustomed to calling the Industrial Revolution. But behind this term lies something far more radical than the transition from horse power to steam power. What happened was this: human labor became, for the first time in history, a universal measure of value. Not origin, not class, not proximity to the King's court, but labor! What you produce, how many hours, how efficiently, how qualitatively. This seemed like liberation, and in many ways it was.
