Moscow and other megacities are implementing AI in transportation, urban economy, public services, and monitoring of individual processes. At the same time, even with expanding automation, artificial intelligence remains a tool rather than an independent management entity. Digitalization is used to improve the efficiency of individual urban processes and services, but responsibility remains with humans.

The decision is up to humans

According to Anna Danchenok, partner at Yakov and Partners, AI today does not make decisions but can only recommend them based on simulated scenarios. She emphasizes that decision-making will remain a human attribute for a long time, as it involves value choices, legitimacy, responsibility, and conflicts of interest. Also, according to her, the mayor will continue to be responsible for the city's strategic priorities, public accountability, and crisis management.
